Review of Oil Spill Prepared ness and Response ( OSPAR)

 

Based on the ASEAN OSRAP, Japan had further designated an Oil Spill Preparedness and Response ( OSPAR) Project with the purpose and objective to cooperate with the ASEAN countries concerted regional approach to oil spill incidents at the ASEAN sea area. The two components of the project, which were EQUIPMENT STOCKPILE BASE and INFORMATION NETWORK SYSTEM already designated and approved between Japan and ASEAN countries.

 

In term of Information Network System of the OSPAR, The Environmental Impact Management Agency (BAPEDAL) of The Republic of Indonesia was assigned as the the ASEAN Focal Point Agency, which be reponsible to:
1. update data, based upon the request from each country
2. forward floppy disks storing updated data to each country every three months.
3. always secure access from the PC terminals installed at each country's competent authority

 

In addition, each country as the local center of the OSPAR Information Network System is responsible to inform focal point agency of any changes of data in due course, in the manner agreed upon later.

 

?. PRESENT STATUS OF OSPAR INFORMATION NETWORK SYSTEM

Each Nation's Competent Authority:
1. Marine Department, Ministry of Communication, BRUNEI DARUSSALAM
2. Directorate General of Sea Communication, INDONESIA
3. Directorate of Marine, Marine Department, MALAYSIA
4. Commandant Philippine Coast Guard, PHILIPPINES
5. Marine Division,, Port of Singapore Authority, SINGAPORE
6. Director General, Harbour Department, THAILAND.

 

2.2 SYSTEM CONFIGURATION
System Configuration of the ASEAN Information Network System, as describe in the Appendix A.

 

2.3 INFORMATION PROCESSING
